Davy Creek Task Force Meeting Minutes
February 15, 2010
Those in attendance: Chairman Panozzo, Supervisor Meyer, Don Kehl, Ray Zurcher, Alan Schure, Thomas Koepp (Via Teleconference), Tom Jordens, Jim Meyer, Don McCollum, Ron Mallow, Jim Franke
Meeting called to order at 5PM. Supervisor Bremer excused absent.
Tom Koepp stated that he toured the Davy Creek on an ATV. He familiarized himself with what needs to be done with the project. He also contacted the EPA and the DNR.
He stated that the sediment samples taken meet the standards of the cleanup.
No samples were taken near the old electroplating facility. He stated that some may need to be taken there, but it was pointed out that samples were taken from the correct places. Tom Koepp hoped we could get the EPA involved again but that will likely not occur because the sediment samples meet the standards of the cleanup.
Tom stated that definite water restrictions exist at Fireman’s park and near the old electroplating facility.
A discussion occurred regarding getting more samples to get the EPA involved. Members stated that samples had already been obtained and the EPA will not get involved because by their definition the standards of the cleanup have been meet.
Tom Koepp recommended that dredging occur near the two areas of obstruction near the fireman’s park and near the old electroplating facility.
Tom was asked why he did not talk to the EPA about material disposal. Chairman Panozzo stated that a different approach is being taken by Tom Koepp to work on the project in phases to focus on the most obvious problem areas first near Fireman’s park and near the old electroplating facility. An entire wet land delineation of the area may not be needed if we can focus on two smaller areas.
Jim Franke stated that he agreed with this course of action stating that you see what happens in phases. If you are successful with fixing the most obvious problems first, other steps could possibly be taken later on. Mr. Franke stated that we may be able to gain 1 foot of elevation if dredging occurs near Fireman’s park. Jim Franke also stated that if dredging occurs, a maintenance plan of the creek needs to be established.
Tom Koepp suggested that select members of the Davy Creek committee meet with the DNR to see if we can do this smaller amount of work without an entire wet land delineation.
Alan Schure stated that he wants more dredging done than what was being suggested. He stated that if you do a little bit, the problem will come back. He stated that dredging a small area by Fireman’s park would be a band-aid only and not a final solution.
The group decided that it would be best if the committee met with the DNR to figure out if we can clean up the most troubled areas of the creek first. Panozzo stated that an important decision regarding Davy Creek was coming for the community in the coming months.
Direction was given to Tom Koepp to provide an estimate of the work needed regarding the meeting with the DNR. He stated that after this next step is taken and if the DNR allows us to do the work, he would ultimately provide cost projections for actually doing the work.
Meyer moved to Adjourn. Panozzo Second. Motion carried by all.
